Introduction

On the 30 November 2009 significant changes were introduced to the way in which courts deal with offenders aged 17 and below through The Youth Rehabilitation Order. The principle of sentencing was brought in line with how adult offenders are dealt with.

The Act also introduced a number of changes to an existing order, The Referral Order. These changes came into effect in April 2009.

This brief guide has been written to create an overview of the new order and how it will work. It is not only aimed at those representing young people going through court but should be a helpful, easily accesible tool for anyone working with young people.
